Dear Friends and Neighbors,

When campaign season ends, the most important question begins:

What happens after the election?

For me, this campaign has never been about slogans, political talking points, or empty promises. It has always been about action, accountability, transparency, and delivering real results for the people of Montgomery County.

If I am fortunate enough to earn your vote and serve as your Montgomery County Councilmember At-Large, I want residents to know exactly what I will fight for beginning on day one.

I also want to make one thing absolutely clear:

I will not flip-flop on the principles and priorities I strongly believe in. My decisions will remain grounded in transparency, accountability, community input, fiscal responsibility, and evidence-based policymaking. If policies ever evolve, it will only be because credible research, measurable outcomes, and the long-term public interest support those changes — not political pressure or special interests.

This is my promise, and it is a promise I intend to keep.

My Blueprint for the First 100 Days

My first 100 days will focus on restoring trust between residents and county government through transparency, accessibility, accountability, and community-driven policymaking.

These are not campaign slogans. These are commitments I intend to introduce through real legislation, oversight, and direct action.

Government Transparency and Accountability

One of the first bills I will introduce will require all elected officials — including the County Executive — to maintain publicly accessible calendars so residents can see how decisions are being made and who has access to county leadership.

Residents deserve a government that operates openly and transparently.

I will also introduce a countywide transparency and performance review initiative so residents can clearly see:

  • Where taxpayer dollars are being spent
  • How county departments are performing
  • What return residents are receiving on public investments
  • Where inefficiencies and waste exist within government

Government accountability should not begin during election season and disappear afterward.

A Real Open-Door Government

I will establish a true open-door policy where every resident — regardless of income, neighborhood, or background — can directly share concerns, ideas, and policy recommendations with my office.

I will also organize regular public forums and listening sessions across every region of Montgomery County to ensure residents have a direct voice in shaping county priorities and legislation.

Government should work with residents — not around them.

Strengthening the Office of the People’s Counsel

Within my first 100 days, I will introduce legislation to fully fund and operationalize an independent Office of the People’s Counsel.

Residents deserve independent representation in planning, zoning, and development decisions that directly impact their communities, traffic, schools, infrastructure, environment, and quality of life.

The Office of the People’s Counsel will:

  • Represent residents in zoning and development proceedings
  • Increase transparency and oversight in planning decisions
  • Ensure meaningful community participation
  • Strengthen checks and balances in county government
  • Help create more balanced and accountable development decisions

My proposal will also establish:

  • Early engagement between communities and developers
  • Predictable and transparent review timelines
  • Clear accountability standards
  • A process that protects residents while supporting responsible economic growth

I believe Montgomery County can support smart growth without sacrificing community trust, neighborhood stability, or public accountability.

Responsible Housing and Community Planning

I support responsible, targeted, and context-sensitive housing solutions that help working families, seniors, teachers, first responders, young professionals, and essential workers remain in Montgomery County.

At the same time, I do not support blanket upzoning policies that destabilize established single-family neighborhoods or eliminate meaningful public input.

I will not support legislation that broadly rezones or undermines stable residential communities, neighborhood character, environmental integrity, or tree canopy protections.

Housing growth should focus on:

  • New developments
  • Redevelopment opportunities
  • Commercial corridor revitalization
  • Mixed-use development
  • Appropriate transit-adjacent improvements

—not the widespread conversion of established residential neighborhoods.

Every proposal must go through transparent planning review, infrastructure analysis, and meaningful community engagement.

Fiscal Responsibility Without Raising Taxes

I also want residents to know that I do not support increasing the financial burden on homeowners, working families, seniors, and residents already struggling with rising costs.

Before asking taxpayers to pay more, county government must first improve efficiency, eliminate waste, strengthen oversight, and restore public trust in how taxpayer dollars are managed.

Montgomery County needs responsible budgeting, stronger economic growth, expanded commercial investment, and smarter government — not policies that place additional pressure on residents already facing affordability challenges.

A Government That Works for People — Not Special Interests

This campaign is powered by residents, not corporate interests.

I am not accepting corporate donations because I do not want to be influenced by deep-pocket special interests. My commitment is to the people of Montgomery County — families, seniors, working residents, small businesses, and our communities.

If I am fortunate enough to earn your trust and your vote, I promise that I will remain accessible, accountable, and engaged long after Election Day.

I will not disappear after the campaign.

I will continue fighting for transparent government, responsible growth, fiscal accountability, stronger public trust, and policies that put residents first.

This is my first 100 days commitment — and it is a promise I intend to keep.

I humbly ask for your support, your endorsement, and your vote.

Together, we can build a Montgomery County government that is transparent, accountable, community-driven, and worthy of the public’s trust.

With gratitude and humility,

Radwan Chowdhury
