Implementation of Framework:

To implement this framework, I will transition the County to a fully outcome-based budgeting system, where every dollar spent is tied to measurable results—not just line items. Departments will be required to define clear performance goals at the start of each fiscal year, with funding allocations directly linked to their ability to deliver outcomes such as reduced costs, improved service delivery, and measurable community impact. Budget proposals will include performance benchmarks, and underperforming programs will be restructured or reallocated based on data—not politics.

I will also establish a comprehensive open-data governance platform that provides real-time visibility into County spending, contracts, procurement processes, and vendor performance. This will include standardized reporting across all agencies so residents can easily compare performance, track where funds are going, and identify inefficiencies. Contracting processes will be modernized to ensure fairness, competition, and transparency, while reducing barriers for small, local, and minority-owned businesses.

Standardizing performance metrics across agencies will allow for cross-department accountability and coordination, ensuring that outcomes in housing, public safety, education, and infrastructure are aligned rather than siloed. For food security, I will expand data-driven partnerships between government, nonprofits, and private sector providers to map need in real time, reduce duplication of services, and ensure resources are reaching the most vulnerable residents efficiently.

To ensure accountability, I will launch real-time transparency portals that provide residents with direct access to spending data, project performance, and departmental outcomes in a clear and accessible format. These portals will go beyond static reports—they will allow residents to track progress continuously and hold government accountable in real time.

In addition, I will institutionalize annual public performance reviews where each department presents its results against stated goals in an open forum. These reviews will include independent evaluation components and require corrective action plans where performance falls short.

Through a consistent open-door policy, I will engage residents, watchdog groups, businesses, and community organizations in ongoing oversight—ensuring their feedback directly informs budgeting and policy decisions. Trust will not be assumed—it will be built through transparency, measurable results, and a government that is responsive, accountable, and focused on delivering real value to taxpayers.
