To operationalize this framework, I will establish a Countywide Affordability Delivery Unit within the Executive branch that works across planning, housing, transportation, and economic development agencies to ensure coordination from approval to delivery. This unit will be responsible for maintaining the housing-production pipeline tracker in real time, identifying bottlenecks, and intervening early to prevent project delays or cost overruns. Each major development will be assigned a clear timeline with defined accountability checkpoints tied to infrastructure readiness, including schools, transit access, and utilities.
Permitting reform will be implemented through a digitized, end-to-end approval system that consolidates agency reviews into a single, trackable process with guaranteed timelines. I will introduce “shot clocks” for approvals, escalation protocols for delays, and a small business and housing ombudsman to resolve issues quickly. For workforce housing, incentives will be directly tied to measurable outcomes—units delivered, affordability levels maintained, and proximity to employment centers—ensuring public investment produces real results.
Economic stability efforts will include a proactive workforce transition strategy, particularly for federal workers impacted by budget or policy shifts. This will involve partnerships with local employers, community colleges, and workforce boards to create rapid retraining pipelines aligned with high-demand sectors such as healthcare, technology, skilled trades, and green infrastructure. Small businesses will benefit from a fast-track licensing system paired with technical assistance and access to capital, ensuring they can start, scale, and sustain operations within the county.

Quarterly reports will be presented publicly with clear benchmarks, and department leaders will be held accountable for meeting performance targets tied to affordability and economic growth.
My administration will operate under a true open-door policy, ensuring continuous engagement with residents, small businesses, developers, and community organizations. Regular town halls, stakeholder roundtables, and digital feedback platforms will allow residents to flag challenges, propose solutions, and track how their input shapes policy decisions. Transparency will not be symbolic—it will be embedded in how we govern, measure success, and deliver results for every resident in Montgomery County.
