Infrastructure will lead to growth, not follow it. Growth must be disciplined and infrastructure-first.
Implementation of Framework:

To execute this framework, I will establish a binding infrastructure certification process that must be completed before any major development approval. This certification will verify that transportation capacity, school seats, water and sewer systems, and energy infrastructure are sufficient—or fully funded and scheduled—before growth is authorized. This shifts the County from reactive planning to proactive, sequenced development that protects both residents and long-term fiscal stability.
For data centers and other high-impact uses, I will implement strict environmental, water, and energy performance standards tied to permitting. This includes requirements for energy efficiency, renewable or carbon-free energy sourcing, water-neutral or water-efficient operations, and full transparency on resource consumption. These standards will be enforceable, with compliance tied to ongoing operation—not just initial approval.
Capital projects will be managed through performance-based contracts that include clear timelines, cost controls, and penalties for delays or overruns. I will also require interagency coordination at the planning stage so that transportation, housing, and economic development investments are aligned—ensuring roads, transit, and public services are delivered in sync with growth, not years behind it.

To ensure accountability, I will implement real-time capital project dashboards that allow residents to track progress, costs, delays, and completion timelines for major infrastructure investments. These dashboards will clearly identify responsible agencies and provide status updates at each phase of delivery.
In addition, I will require public reporting that directly links infrastructure capacity to development approvals, so residents can see whether growth is aligned with available resources. If capacity thresholds are exceeded, approvals will be paused until infrastructure catches up—ensuring discipline is enforced, not just promised.
Through an open-door policy, I will engage residents, civic associations, and the business community in ongoing infrastructure planning discussions, ensuring transparency and shared ownership of growth decisions. This approach guarantees that infrastructure is not an afterthought, but the foundation of sustainable, equitable development across Montgomery County.
