Public Safety, Community Trust & Inclusive Governance

Safety and trust must reinforce each other. Safety will be built through trust, prevention, and transparency.

Implementation of Framework:

  • Establish data-sharing systems across agencies for coordinated response
  • Expand language access and immigrant outreach infrastructure
  • Strengthen hate crime prevention and reporting systems
  • End ineffective agreements like 287(g) and replace them with community trust strategies

To implement this framework, I will build a coordinated public safety ecosystem that connects law enforcement, public health, schools, and community-based organizations through secure, real-time data-sharing systems. This will allow for earlier identification of risk factors, faster response to crises, and more effective prevention strategies—particularly for youth, mental health incidents, and repeat victimization. Data-sharing will be governed by strict privacy and civil rights protections to ensure trust is maintained while improving outcomes.

Expanding language access and immigrant outreach will be a core operational priority. I will invest in multilingual services across all public safety touchpoints, including 911, emergency response, and victim services, and establish dedicated community liaison teams to build relationships with immigrant communities. These teams will work proactively—not just during crises—to ensure residents understand their rights, can safely report incidents, and have access to support services without fear.

To address hate crimes and bias incidents, I will strengthen reporting, tracking, and prevention systems, including community-based reporting channels, rapid response protocols, and public awareness campaigns. This will be paired with targeted training for law enforcement and community partners to ensure incidents are properly identified, investigated, and addressed.

Ending ineffective agreements like 287(g) is essential to rebuilding trust. In their place, I will implement community-centered safety strategies that prioritize cooperation, transparency, and clear separation between local public safety and federal immigration enforcement—ensuring all residents feel safe engaging with local government and law enforcement.

To ensure accountability, I will launch public safety dashboards that provide transparent, real-time data on crime trends, response times, clearance rates, and community engagement efforts—disaggregated to identify disparities and guide targeted interventions.

I will also strengthen community oversight structures, including regular public forums, advisory boards, and independent review mechanisms that give residents a direct role in shaping policies and evaluating performance. These structures will not be symbolic—they will have defined authority, clear reporting channels, and required responses from agencies.

Through a consistent open-door policy, I will maintain direct engagement with residents, advocacy groups, and public safety professionals, creating ongoing feedback loops that inform policy and build trust. Safety will not be measured solely by enforcement metrics, but by whether every resident—regardless of background—feels protected, respected, and heard.
